Report of the Sustainability Manager

Harwich Haven Authority continues to be committed to operating as a responsible and sustainable trust port, delivering positive impact for our communities, environment and stakeholders.

In 2025, we continued to embed environmental, social and governance principles across our operations, from advancing carbon reduction initiatives and habitat restoration projects to expanding our educational and charitable programmes.

With the release of the government’s Maritime Decarbonisation Strategy, our carbon aspirations remain high on the agenda. In recognition of the need for and importance of the future propulsion technology for our fleet of vessels, the decision was taken to extend the life of our current vessels to enable us to make the right investment decision in the future.

Using the nationally recognised TOMs (Themes Outcomes Measures) framework, we are immensely proud to have delivered £6.7M of social value during the year. This fantastic achievement would not have been possible without dedication and strong collaboration across our teams, and the continued support of our external stakeholders.

Creating positive impact is truly at the heart of everything we do as a trust port. In 2025, our newly established charitable giving panel awarded funding and grants to more than 60 organisations, totalling in excess of £200,000.

Our Coastal Discoveries programme, delivered in collaboration with our main dredging contractor Boskalis Westminster, continued to grow in strength. Building on the project’s previous success in Essex, we expanded the programme to schools and community groups across East Suffolk to ensure it benefits even more children locally. By investing in this programme which focuses on conservation, biodiversity and marine careers, we are investing in the future stewardship of the Haven. In addition, we are actively supporting our environment through the Beneficial Use of Dredged Sediment (BUDS) project on the River Orwell at Levington. This project is helping us on our mission to achieve net zero while restoring valuable saltmarsh habitat.

The success of all our initiatives and actions has led us to set an ambitious target to deliver £40 million of social value by 2030.

Other initiatives implemented in 2025 include:

  • Moving our 8 knot speed limit for harbour trips from a trial to business as usual activity
  • Continuing to invest in HVO fuel to power our fleet
  • Supporting our desire to make data led decisions by investing in the developments of technologies which utilise digital twin and optimisation technology solutions
  • Investing in BUDs scheme to support biodiversity in the Haven
  • Working collaboratively with our supply chain to help influence changes which reduce our scope 3 emissions

In conclusion, 2025 has been a year of tangible progress, with measurable social value, targeted charitable investment, expanded education and conservation programmes, and continued action on carbon reduction. Looking ahead, our ambition to deliver £40 million of social value by 2030 and continued progress toward net zero will guide and support our operations and activities, ensuring lasting impact for our communities, environment and stakeholders.

Case study

In November 2025, Harwich Haven Authority began an innovative project working with Suffolk Yacht Harbour, where dredged sediment from routine marina maintenance was repurposed to help restore a rapidly eroding saltmarsh, enhancing biodiversity along the River Orwell.
